This is the strongest statement and admission that the most senior officers are unsuited for the top job. This fact will not and cannot be changed in three months time. The best way to resolve it is to appoint a less senior or junior officer with impeccable character, service record, and potential to the top post. Hopefully he will have a long tenure to clean up the mess and bring the force to a more respectable and reputable status. If locking in a long tenure is too risky, consider appointing the person on a fixed term appointment to try the person out. It the regulations need to be ammended to accommodate it so be it. Give the person the powers to summarily dismiss any ‘seniors’ do not fall in line and perform.

Artificially an interest has been created throughout the country “ Who will be the next IGP” ? . There are Sri Lankans researching “Space and Galaxies” in America, top Sri Lankan lawyers in Britain, successful IT technologists in Australia; but back home the whole country is focussed on the next IGP.
